If the swamp gets mostly drained, and the swamp creatures are mostly unseated, won't they just reconvene in the shadows with revenge on their minds; scorn and fury in their hearts?
It's not like they lose all resources.
They just become the most powerful and well-informed terrorist organization on Earth, with the backing of several countries.
They've known about this possibility for years now, that's plenty of time to plan their next moves and adjust the roles of different players so the organization can survive.
It would be stupid to think contingencies weren't planned for.
A 'nuclear option' so to speak, both while still in power, and in the event of a loss of power.
If the plan is to be trusted, that would have to be a plan that includes the destruction of a cabal that is in many countries, and has many tentacles/proxies.
Is the goal to just kill the head and hope the tentacles don't flail around too much and destroy the world?
Or are the tentacles already wounded/bound so the damage they cause is minimized?
I get that MILINT are some of the most brilliant plan-makers the world has ever seen, but we've been caught with our pants down a hell of a lot of times, regardless if they knew about it ahead of time or not.
Something has to happen, right?
