This update from the UK thread proposes the idea that the London Traffic Cam/LMI6 pics could be a lot earlier than previously thot. Let me start by saying we think we have a "bookend" at March 2014 due to a fatal motorcyclist accident in which the driver struck a low hooped arrow sign indicating 'keep left'. This occurred March 4, 2014. Immediately thereafter a family memorial of flowers was at the site and the deadly sign removed. Please go to UK thread to inquire about coroner's report, pics. I need to keep moving on this. Although we had the ROT1 pic of the Moon through London Eye, we never had an independent source to compare against to give us any idea of an actual lunar altitude in order to run some night sky simulations until we found a vid with an actual date (and time determined by us to be 7:53pm). We did London night sky sims which yielded a Moon altitude of 6.90 degrees.

Keep in mind our cameraman is on the street and some 500 feet down Victoria Embankment and not high up on Hungerford Bridge. This may account for the fact that is is impossible to find a Moon at 151.5 degrees at such a a low altitude.
Best lowest altitudes possible are 12.9 to 13.7 degrees (for the entire year).
Now independently, (Thank you Boatfag) we estimated the compass bearing from our traffic cam on Hungerford Bridge to the center of LE(as seen in ROT1) to be 151.5 degrees. In running any night sky simulation, we must look from our Traffic cam position using 151.5 degrees.

Anons, I have looked from March 2013 to March 2014 (excluding warm months) and I find impossibly high Moon altitudes during Winter months, 36 degrees to over 50 degrees altitude. There is a saying, "When the Sun is high (Summer), the Moon is low. When the Sun is low (Winter), the Moon is high."
Unfortunately, for the notion that the NSA traffic cam pics are in Winter, the Moon's high altitudes, and maybe pictorial evidence may be pointing to a cold evening in Spring 2013. First, see pics related of London Plane Trees that line the London Embankment. Related to Sycamores, they are deciduous and lose their leaves in Winter. The Traffic cam pics and LMI6 pic are def picking up some greenery in the treetops. The first buds and leaves of Spring?
Having said that now I can tell you I have found some good matches for bearing, altitude, and lateness of time. This relates to our observation that both ROT1 and LMI6 pics depict a high tide (probably rising yet with an hour or so before full high tide.
How do we know what the tides were you ask? We asked for them. From the London Port Authority. Can get into that if you like over in the UK thread.
