This, coupled with the recent Fitton appointmen MAY be enough to both motivate Sullivan to retreat and offer him a way to do so with minimum disgrace.

If he doesn't take it, it would be appropriate to look into what external influences may be hindering / motivating him because it would appear that there are no reasons internal to the case, to continue the matter … and a very real chance of being professionally rebuked if he continues on his current path.
