If this is true then is it a way to tell who voted for who.

Targeted ads can tell what you want.

So why couldn't a program be configured to figure out who you would be likely to vote for. Then the actual id would be for to tell who is who on the take. Poll employees or even whole polling stations can be on the take. But the ballot harvester would have to be on a list to not be able to infiltrate (no sting set up).
