You're right that Notables don't really matter much. But small ego rewards keep the place active and give the clowns a meaningless war to fight so they don't interfere too much with the main mission.
Fake civil war. Clowns have been trying to take over since the beginning. They eventually got enough influence to split off a portion of themselves to manufacture an artificial conflict. I don't know what fraction of the /comms/ Empire faction are shills (probably a few). But it's obvious that nearly all of the opposing Rebel faction are shills.
Just ID filter anyone taking part from either side, even if that means filtering the active baker, and stay on mission. All is comfy.
