Not the shooter, but the guy standing next to the shooter who looked to be filming(?). Seems to be wearing an orange backpack(?), and what appear to be kneepads.

Yeah, good advice. I'm looking now, but I think things are starting to come together elsewhere. I saw orange mist right before the gunshot, and I'm learning now that was probably pepper spray.

Just doing some more looking around. Though this video doesn't show the shooting it shows the line of people (Conservatives) walking out of the park(?) after finishing their protest. It crosses into the area where the shooting occurs, so you can get an idea of what the area looks like and who it was moving what direction.

Still I don't think he was the shooter, I think that was an accomplice or friend of the shooter. See around 1:56:00 to 1:58:00 in the film posted by this guy:
Side note, I can definitely see someone pepper-spray someone else immediately before the gunshot.
