Anon, I think this record keeping was turned over to HHS, remembering the numbers presented weren't jibing with what some health care facilities were reporting..as I remember it..the health care facilities were to submit reports to HHS.
Indeed..the only legal foundation they had was to build the library. This thing is a money launders paradise.. the records they kept were crap (on purpose) in addition to the games they had moving all over the world..with various world leaders. Charles being a forensic accountant..has taken years to uncover the absolute mess they made..
