One perspective might be that we do have a plan, however 'they' have a plan as well. These are battles in information warfare.

Radicalize a teenage kid. Influence, teach, and groom him to be a Yugoslavian Nationalist. Teach him to hate Austria.
Give him a Browning (FN). Send him into Sarajevo.
Have your news agencies spread whatever interpretation suits your goals wherever they report the news.
Get your supply contracts ready. Sell to both sides.
Fleece the people of both nations or alliances.
Be very, very wealthy.
Rinse and repeat as needed.
The control of information makes this possible. That’s why this is Information Warfare.
