circled area isn't the bullet, it's the wire that's used to tie the fence to the post. (have put up fences before)
also, recoil exists.

the "security guard" should have never put himself in that situation to begin with and even so, oc spray does not justify deadly force.
from other pics itt, looks as though the bullet may have gone through the cns, ceasing all functions which would result in the body going limp as seen and falling straight down and to the rear.
real life isn't a vidya game, folks.
may have to run it through some filters to see any discrepancies.
there looks to be some lighter colored vapor/smoke just at the end of the barrel and slightly below but it's too blended in with the oc.
imo, shooter is looking at some time.
