That said - the picture is of a little kid and the spiral is clearly a deliberate inclusion into the photo.
There again, such swirlygigs and other such nonsense are often included as filters and other cutesy things in photo software. So it could be someone thought it looked cute or something.
But given that it was posted here - someone likely intended it as a troll of some sort at the least.
