Suspect in Denver shooting near dueling rallies wasn't licensed as a security guard, officials say

Records show the man being held for investigation in the deadly shooting near dueling demonstrators in Denver on Saturday was working as a security guard but was not properly licensed, 9Wants to Know has learned.

Matthew Dolloff, 30, was contracted through the company Pinkerton by 9NEWS. It has been the practice of 9NEWS for a number of months to contract private security to accompany staff at protests.

Pinkerton, however, said it does not actually employ Dolloff โ€“ Pinkerton did not share the name of the company for which Dolloff worked.

Dolloff was arrested moments after a single gunshot rang out on the plaza between the Denver Art Museum and the cityโ€™s main library. He was on Sunday being held without bail on suspicion of first-degree murder following the shooting that left one man dead.

According to Eric Escudero, marketing and communications manager for the cityโ€™s Department of Excise and Licenses, โ€œthere is no recordโ€ that Dolloff had a license required by the city to work as a security guard โ€“ and no evidence heโ€™d had one in the past.

City law defines a security guard as โ€œa person employed or engaged by a private security employer to perform security services.โ€

Investigators have concluded that Dolloff was acting as a security guard at the time of the incident, according to a tweet from the Denver Police Department (DPD). It reads, in part, โ€œfurther investigation has revealed that, at the time of the shooting, the suspect was acting in a professional capacity as an armed security guard for a local media outlet and not a protest participant.โ€

Dolloff could face a fine of up to $999 and a year in jail, Escudero said, if convicted of violating city law about security licensing.

And the company that employs him could also face ramifications under the law โ€“ the city ordinance requires such companies to make sure all of its security guards are licensed.

But itโ€™s not clear who Dolloff actually works for. In a statement issued Sunday afternoon, Pinkerton officials described him as a contractor.

โ€œWe are in the process of still gathering information to better understand the incident that occurred in Denver on October 10 involving a contractor agent,โ€ the statement says. โ€œThe agent in question is not a Pinkerton employee. Pinkerton is fully cooperating with law enforcement authorities in their investigation of this matter.โ€

The Denver City Attorneyโ€™s Office โ€œwill weigh any additional criminal charges related to the defendant possibly operating as an unlicensed security guard once the Denver Police Department completes its homicide investigation,โ€ said Ryan Luby, spokesman for the CA's Office. โ€œThe CAO is also working with the Denver Department of Excise and Licenses to weigh disciplinary action against the security guard company for hiring and deploying an unlicensed guard, one without a license, much less an armed endorsement.โ€

Saturdayโ€™s incident came near the end of dueling demonstrations that included members of Black Lives Matter and other groups on one side, as well as people attending what was called a "Patriot Muster." The gatherings were dispersing when a group of people gathered in the plaza near the art museum.

Photographs and videos show the immediate moment of the confrontation, what appears to be physical contact between a demonstrator and Dolloff, a spray of a chemical irritant and a gunshot.

Denver prosecutors are expected to decide in the coming days whether he will be charged with a crime.

The identity of the man who died has not been released by the coronerโ€™s office.

Austrian, Prussian, and Russian representatives met on October 24, 1795, to dissolve the Polishโ€“Lithuanian Commonwealth, with the three conquering powers signing a treaty to divide the region on January 26, 1797. This gave the Habsburg Monarchy control of the Western Galicia and Southern Masovia territories, with approximately 1.2 million people; Prussia received Podlachia, the remainder of Masovia, and Warsaw, with 1 million people; and Russia received the remaining land, including Vilnius and 1.2 million people. Unlike previous partitions, no Polish representative was party to the treaty. The Habsburgs, Russia, and Prussia forced King Stanislaus to abdicate and retire to St. Petersburg, where he died as Catherine II's trophy prisoner in 1798. The victors also agreed to erase the country's name:

The Third Partition of Poland ended the existence of an independent Polish and Lithuanian state for the next 123 years. Immediately following the Third Partition, the occupying powers forced many Polish politicians, intellectuals, and revolutionaries to emigrate across Europe, in what was later known as the Great Emigration. These Polish nationalists participated in uprisings against Austria, Prussia, and Russia in former Polish lands, and many would serve France as part of Napoleon's armies. In addition, Polish poets and artists would make the desire for national freedom a defining characteristic of the Polish Romanticist movement. Poland briefly regained semi-autonomy in 1807 when Napoleon created the Duchy of Warsaw, but this effectively ended with the Congress of Vienna in 1815. The Congress created the Kingdom of Poland, sometimes called Congress Poland, as a Russian puppet state. Even this, however, came to an end after a Polish insurrection in 1831, at which point Russia dissolved the Congress Kingdom and exacted multiple punitive measures on the Polish populace. In 1867, Russia made Poland an official part of the Russian Empire, as opposed to a puppet state. Poland would not regain full independence until the end of World War I when the signing of the Treaty of Versailles and the collapse of the Russian Empire allowed for the resurrection of Polish national sovereignty.
