Seems pretty straightforward. By the Tweet his telling us that he authorized the declass. Obviously orders would need to be drawn up to that effect, and given to DoJ. When DoJ receives such orders, they will declass. This is classic Trump, he is using it as an opportunity to put certain agencies or people on the hot seat, drawing attention to it for everyone to notice and start screaming about.
