The project, Piranha or also called Pirahna (to make it harder to find on line) was launched to collect medical records, before Obamacare. The contract for Obamacare was awarded to a software firm, CGI, in Montreal Canada. It, not surprisingly, failed miserably. When this failed, the contract to handle the data manually was awarded to SERCO. SERCO now has the medical records of U.S. citizens from which they may derive patterns for nefarious uses. For instance, if you are a "climate denier", this is deemed by them to be a medical "disorder", and thus a potential "target". So "categories" are formed, and should that person become a threat, say, begin a blog that becomes popular, that person becomes a "target". Usually, this comes in the form of trolls attacking to discredit, both in social media and in the Media. Sometimes, if the target does enough damage, it may involve worse, anywhere from black/mail, extortion, entrapment (all based on the data mined and stored relative to this individual's likes and dislikes, perhaps even a past criminal/immoral history) to even harm or death.
