Thing is, in the Reagan years, it was clearly Syria and Iran instigating a lot of the conflicts in Lebanon, but since Reagan didn't want all out conflict there, he spun towards Gaddafi as some mastermind terrorist. Gaddafi denied and laughed it off at first, but for some strange reason, embraced the role over time.
