State Dept. had assumed command of military operations (presumably via orders from the Executive branch) at the time, according to a witness from Tampa.

Nick Noe, 603rd AOC, Combat Operations (includes Rescue Team) states, During the attacks, the rescue teams were not asked to help at all.

During that time NATO was in the area and they actually called and asked if they could help and we denied them and told them "no".

Armed drones could be there in a very short time.

Also:

There were enough Marines in the area at the time to invade Neruda, Spain…within a few hours distance.

There were Aviano fighter jets conducting training exercises taking place nearby who were told not to engage in providing air support.
