These seem to contradict each other. "The FBI and CISA have not
identified any threats, to date, capable of preventing Americans from voting
or changing vote tallies for the 2020 Elections." in the Sept 23rd doc and "CISA has recently observed advanced persistent threat (APT) actors exploiting multiple legacy vulnerabilities in combination with a newer privilege escalation vulnerability—CVE-2020-1472—in Windows Netlogon." in the Oct 9th doc.
