This isn't communicating what you think it is. It's not the efficacy of PCR that can be abused, it's data that is not necessarily quantized or discreet that can be easily abused…
The simple fact of the matter is that in order to detect for viruses (in a very 'yes or no' way), we need a lot of them. The best way to make sure is to amplify the sequences we know can be isolated in their genomes.
