Q4 is easy for FBI to answer. It, FBI, doesn't disclose to the public unless there is a decision to arrest or prosecute. "Not enough evidence to create probable cause of a crime" would be excuse to do even less, meaning to not even investigate.

 

Congress could have stifled the impeachment on the grounds that ICIG Atkinson was out of jurisdiction, making this line of defense moot.

 

Not defending FBI or Congress, just anticipating defenses they will advance.

Makes simple sense in this way. CDA230 is protection against only defamation claim. CDA230 doesn't help a claim of anticompetitive conduct or election interference conduct.
