Are you aware that due to the military mindset, that there may be serious errors occurring in how your plan is moving forward?
Are you also aware that due to a lack of knowledge and understanding of the human spirit and human mind that those errors may be compounding?
Are you also aware that if you are using a 'war games' type simulation computer that lack these data points, that incorrect theories and conclusions will be thrown up as solutions?
Case in point: perfection is not possible (saving 100% of people, for example) by any man. Shows incorrect input - result will be unpredictable.
