Weissmann forced RR to approve the memo as “jointly undertaken activity.” Recall that RR told Congress that he was simply rubber-stamping the memos so as not to impede the SC. That statement is conflict with his approval of this scope memo.
This was the memo that allowed the SC to go after Flynn's son, which he did, a month later.

In essence this approach forces Rosenstein, in material and documentary form, to take ownership of the outcomes of the special counsel…. OR create a written documentary form that could be used against Rosenstein (via media allies) if he did not agree to expand the scope and authority of the special counsel.
