Contextually (Psalm 116), that statement is an expression of despair by the psalmist, not a universal value judgment approved by God.
Regardless, the phrase does not logically imply that all men are liarsall the time, and therefore that all utterances of men are always untruthful.

They investigate and prosecute a few corporations. US proles, and foreigners every year - just to keep up appearances - but fundamentally they’re in the business of criminal cover up and leverage.
When it’s seen quite so transparently as here, it becomes obvious how they deal with anything the establishment doesn’t want the populace to know.
I don’t see how such radically discredited institutions can survive.
