You can fire a missile underwater by using supercavitation to reduce friction. The missile/object/vehicle 'flies' in a bubble of gas. The gas/water interface friction is minimal and greatly reduces drag, hence the high speed capabilities.
It would be quite cool if POTUS is discussing this technology. It has lots of uses.
