Larry A. Silverstein, who has won nearly $4.6 billion in insurance payments to cover his losses and help him rebuild at the World Trade Center site, is seeking $12.3 billion in damages from airlines and airport security companies for the 9/11 attack.
Mr. Silverstein, the developer of ground zero, sought the damages, whose amount was not previously known, in a claim filed in 2004, that says the airlines and airport security companies failed to prevent terrorists from hijacking the planes used to destroy the buildings.
His case was consolidated last week with similar, earlier lawsuits brought by families of some victims of the attack and by other property owners. But in seeking $12.3 billion, he is by far the biggest claimant in the litigation.
The size of Mr. Silverstein’s claim was revealed last week at a status conference on the litigation in United States District Court in Manhattan.
The claims by the parties involved total about $23 billion, and Mr. Silverstein’s claim for such a large chunk could jeopardize claims from other businesses and property owners, according to defense lawyers. A lawyer for the victims’ families, Donald Migliori, said he was confident that their claims would not be affected because they would take priority over the property claims.

A lawyer for the airlines, Desmond Barry, said that if Mr. Silverstein won his claim, he could push the total claims beyond the amount of insurance that the airlines and security companies have available. “There ain’t that much insurance,” Mr. Barry said.
The federal government has capped the liability at the amount of available insurance, to avoid bankrupting the airlines. The exact amount of insurance available is still being explored in the court proceedings.
Richard A. Williamson, a lawyer for Mr. Silverstein, said at the court conference on March 18 that Mr. Silverstein was seeking damages to compensate him for continuing losses at the site. Mr. Silverstein, through his company, World Trade Center Properties, has a 99-year lease, worth $3.2 billion, on four buildings at the site, including the fallen twin towers. He signed the lease in July 2001, just six weeks before the attack.
Since the attack, Mr. Silverstein has been paying rent to the Port Authority of New York and New Jersey on towers that no longer exist, his lawyer told the judge, Alvin K. Hellerstein. Mr. Williamson said that his client had also lost rental income from about 400 tenants.
Dara McQuillan, a spokesman for Mr. Silverstein, said that the $12.3 billion represented $8.4 billion for the replacement value of the destroyed buildings and $3.9 billion in other costs, including $100 million a year in rent to the Port Authority and $300 million a year in lost rental income, as well as the cost of marketing and leasing the new buildings.
Mr. Barry, speaking for the airlines, contended that Mr. Silverstein had been more than compensated by the nearly $4.6 billion insurance settlement, reached after almost six years of litigation. He argued that Mr. Silverstein was entitled to the market value of the property, which he said had been established by the $3.2 billion lease.
Judge Hellerstein expressed skepticism about Mr. Silverstein’s claim, and asked why he had not stemmed his losses by just “walking away.”

Whistleblowing platform WikiLeaks has released a fresh 88GB 'insurance file' to the web in anticipation of a mysterious upcoming announcement – but what could be lurking inside? While the content of the elusive torrent file remains unknown, speculation is rising it may be linked to the promised data on presidential candidate Hillary Clinton.
The file, which serves as a 'deadman's switch', is locked with 256-AES encryption and can only be opened by a second decryption key held by WikiLeaks. Previously, the organisation has uploaded similar files which reached a whopping 400GB in size – promising to release the data should anything happen to the website or its exiled editor-in-chief.

First posted to the web on 17 June, WikiLeaks posted a link to the file alongside the message: "Protect our coming publications". While the group did not elaborate further on what upcoming leaks would be, Assange has recently touted plans to released fresh troves of data from the personal email server of Clinton. He told ITV: "We have upcoming leaks in relation to Hillary Clinton. WikiLeaks has a very big year ahead."
These statements were made before a suspected Russian hacker dubbed 'Guccifer 2.0' sent files compromised from the Democratic National Committee (DNC) to the WikiLeaks website, which likely only added to the mass of compromised, and potentially sensitive, information.
After the hack at the DNC Guccifer, who is suspected to have close links to the Russian government, released a selection of files on a WordPress-hosted website, however also told The Smoking Gun via email the full cache had been sent to WikiLeaks. The full scope of the stolen documents remains unknown, however it seems unlikely that text-based files alone would amount to 88GB.
As noted on Heavy.com, a Reddit thread about the Insurance file speculated about what could be in the data dump – if anything worthy at all. "WikiLeaks said they have Hillary's emails to release soon. Today they posted this 'insurance file'. This usually implies they will have a release coming soon and this file is the backup in case the government or other people try to prevent it happening. It's thus fair to assume this file is the emails," wrote one user.
Whatever the case, until the second decryption key is released, no-one other than Assange knows what exactly is in the files. However, while so-called insurance files have been used in the past, they have not always remained private.
Back in 2011, a collection of around 251,000 US State Department documents held in a secret file leaked onto the internet after the password was exposed amid disagreements between Assange and former WikiLeaks' staffer Daniel Domscheit-Berg. Upon analysis, it reportedly contained unredacted raw data from diplomatic cables.
In any case, one interview between Assange and Google's Eric Scmidt from 2011 shined some light on the controversial storage of such sensitive information. "We openly distribute encrypted backups of materials that we view are highly sensitive that we are to publish in the coming year," Assange said. "Ideally, we will never reveal the key […] redactions sometimes need to be done on this material."
Assange just started his fifth year in the Ecuadorian embassy in London after gaining political asylum back and entering the premises back in June 2012. Most recently it was revealed that Swedish authorities have agreed to travel to the embassy to question the WikiLeaks founder about allegations of sexual misconduct – which he denies.

The firm's general manager, Bob Kelman, senior vice president of Hugo NEU Schnitzer East, said steel from the twin towers was sliced into pieces with industrial guillotines or blow torches and thrown in with other scrap before being shipped. Kelman told NPR, "Steel's the most recycled product in the world. Over 60 million tons of it is recycled in the United States annually. The most efficient process for making new steel is by recycling it from steel scrap."
So, why was the steel from the World Trade Center sent to smelters halfway around the world? The answer is obvious. The steel was crucial evidence from the crime scene that would have revealed that the towers had been destroyed using explosives, Thermite, and a sophisticated nanocomposite of super-thermite. The steel had to be quickly removed and destroyed to protect the criminal network behind the demolition.
