not sure if this was sincere request or for other purposes, but I make memes daily on a Mac, using mostly a free app from appstore, Photo Image Editor Pixelstyle

 

It's my go-to, which is not to say it's anywhere close to perfect, intuitive, user-friendly or having a short learning curve…but none that have a wide array of capabilities really are in my experience. Online tutorials exist, but I haven't watched many…learned it 99% thru trial and error over last 12 months. My biggest complaint with this program is it's stability (learn to save your work OFTEN)…it crashes from time to time, from rare to often, depending upon how often you consider acceptable (zero really should be the standard, so I guess "often"). It's easy to develop a "Command-S" habit while working. Not enough crashes for me not to use it as my favorite. The other biggest complaint…text only on one line at a time…new fields required for every additional line. Otherwise, I love this program, but it took a lot of experimenting to master it.

 

GIMP is a very good program for free, from what I can tell, but I use it RARELY…struck me from the start as having a harder learning curve, but can do some things I occasionally need that the Mac app can't. I kinda hate gimp, but admittedly haven't given it an adequate chance (giving a program a good chance probably means a couple hundred hours).
