It's looking more and more like the Democrats used their political positions to cash in. The children of incumbents travelled the world as bagmen and made back-room deals to gain access to their parents and peers for cash then distributed that cash along with the foreign policy change requests that would keep the aid flowing to the countries giving kick-backs to those travelling bagmen.
