Everyone is worth saving just as you would want to be saved if you needed it. If we don't correct the problem and eradicate it will only get worse and spread. Turning ones back is not an option. If most of the people doing it knew they would get the death penalty for it, 95% wouldn't, and the 5% could be tracked down a lot faster.
