This would be similar to Egypt secretly buying weapons from NK. eg

US slashed its financial aid to Egypt and Egypt said it would stop buying. Is it the foreign aid that pays for the weapons?
UK foreign aid spending has been very resistant to public pressure to cut it but, at the very least Priti Patel, the Minister in charge of it until late last year, had been pushing for aid to be in the form of cash handed out in the field rather than handed in bulk to NGOs and governments. Patel was pushed out of the job by a 'scandal' involving secret meetings with Israeli politicians and organisations while she was on a family holiday.
