The CCP dropped the hard drives full of compromising material off as a warning to the Biden's to keep their promises. They left Hunter's details for pickup. They couldn't use email as that's monitored by the NSA. Hunter was too wasted (or in rehab) so he missed/ignored the calls about some laptop that he didn't even think was his.
