Nine months in a harsh saltwater environment is going to take a toll on anything, even stainless steel. I'm sure it's mostly just surface rust. After a while, even with a full maint crew, it would become impossible to keep up with. Sooner or later, all ships have to come in for refurbishing to some extent. That's just common sense, fren.

Then I don't know, anon. Maybe cheap chinese paint or maybe we made our ships with cheap chinese steel. Take your pick, if prolonged exposure to harsh elements isn't good enough.
