I think he's saying that prices are artificially high because, the United States has its own oil reserves that are vastly purer and more easily accessible than anywhere else in the world:
Shale.
We literally do not need the rest of the world for ANYTHING, yet we cripple ourselves SOLELY because the rest of the world is going to inevitably collapse because of their flawed economic systems, low birth rates, and inaccessibility to a lot of resources.
Quite literally, we CRIPPLE our own economy so other countries can HAVE an economy by exporting to us, even when we don't need them to.
