One thought–maybe a question for Q. Might be one he can't answer.
The subpoena of Michael Cohen's files may be the only legitimate way to get information to the justice department. Let's just say that POTUS was given a lot of information by a lot of people on all of the cabal, human sacrifice, child trafficking, treason, data theft, Seth Rich, etc. So he can't go to Justice Dep with it. So he gives it to his attorney. All verifiable information. Now in a subpoena (and if you believe Mueller is a white hat) Mueller turns to AG in NY. They subpoena Cohen's records, and voila–the info is in DOJ hands. The insurance file will be part of that and that's where Mayor Rudy comes in.
