I don't know if Q would do it. I know the badguys would definitely do it if they could. That is a big ace card up anyone's sleave, a cyber attack is relatively simple to do. If someone has a secret building full of servers, you have to find it and take it out. They could literally have thousands of those and hundreds of thousands of zombie computers that do not even know they are owned. A Cyber attack on the grid is damn near impossible to prevent at this point. All the state actors have maleware crawling over every other state's energy grid controllers too.
