There are only two main conclusions, within the context of the information we have right now:

HB is a meth head moran and forgot how incriminating the material would be, if exposed. Assuming he still had moments of lucidity during the 90 days after dropping off the Macs, this is hard to accept.

HB “voluntarily” deposited the material: wanting to be caught, or by arrangement with some other party using the repair shop as a drop location.
As Giuliani has been rather quiet on how the drives came into his possession, the involvement of undisclosed others seems likely.
While I can’t absolutely dismiss the possibility that HB is just a hapless whack job, the “cry for help” theory (in some form) seems more plausible. Additional data will clarify.
