you need to steer clear of places with high taxes and regulations.
for my money, arkansas, oklahoma and texas all work. Louisiana too - Mississippi and Georgia have other problems. Florida is filled with retirees and New York city folks who come down for half the year, and some just stay.
the Carolinas are more part of the east coast than they are part of the south, due to proximity to DC.
