There was an interesting NGO statistics change that happened in North Korea. They opened to a small number of NGO's in 1995 and had a 10x increase around 1999. This is during the Bill Clinton presidency. May relate to the smuggling via NGO crumbs. Pulling the thread on those NGO's might be insightful. Who are they and who's behind them?
