A CHEP pallet which is being used here is rated for up to 2800 pounds. There may be a standard pallet on top of that yes but we can't be sure due to poor lighting. The base could have been reinforced with card board strips and then wrapped extra with the wrap machine.
A standard pallet is usually rated up to 2500 lbs so IF there is one on top of the CHEP we are looking at around a max load capacity of 5300 lbs.
The wrap job on these pallets would ensure that whatever is in them is rather heavy or rather important enough to not take chances. Extra wrap does not always equate to heavier load. Sometimes a more fragile delicate load will be extra wrapped to ensure it stays secure through transit. I see a TON of cross wrapping where you bunch the wrap up into a rope almost. They do not want these boxes moving around AT ALL.
And as far as your "evidence tape" I will say it is probably a standard BOL seal (bill of lading seal) that ensures the freight has not been tampered with before delivery. Its on all kind of shipped goods.
This could be literally ANYTHING for all we know.
