Techsnabexport (TENEX) is a subsidiary of Rosatom.
Vadim Mikerin is a former director at TENEX.
Transport Logistics International (TLI) is a Maryland-based transportation firm. They provide transportation management services.
From 2004 to at least 2014, TLI conspired to pay $1.7 million to offshore bank accounts at the direction of Mikerin. These were bribes to secure uranium shipping contracts with TENEX.
"On Jan. 12, an 11-count indictment was unsealed against TLI co-president Mark Lambert, which charged Lambert with one count of conspiracy to violate the FCPA and to commit wire fraud, seven counts of violating the FCPA, two counts of wire fraud and one count of international promotion money laundering."
