I applied this to my time in the military and extrapolated to all levels of command.
I would be completely foolish to believe they did not have plans on how to deal with me.
Even if the government is evil, there are good people in it who have little choice but to take action against me if I get froggy on them - because I will not be hitting stupidly. I will hit the softest spots with the heaviest hammer and count on the inertia of a collapsing society.
Only the naive believe a government does anything other than preserve the status quo. What is being attempted here is a revolution under the law with public pressure forcing government agents to take actions to purge corruption in an attempt to preserve their own station.
We will see what all gets declassified about what some were planning to impose. But most of this would have relied on the ignorance of the rank and file.
