Missouri has a funny rule. Many cities, like Columbia, have enacted "home rule".

 

One of the unique things about "home rule" is that it allows the Elected Coroner position to be done away with.

 

The Coroner is supposed to be in charge of the Health Dept. And, in MO, only the Coroner has the power to arrest a Constitutional Sheriff. With no elected official in place, cities hire "public administrators" with MBA's to run the Health Dept. for profit. Death investigations are done by low level PD employees. Death certs are signed by unchecked clerks. COVID-19 can be written indiscriminately on death certs and there is no arguing with City Hall.

 

Just did a dig on Clay Goddard in Greene County. This guy supervises death investigations, animal bites, pandemics and communicable diseases, restaurant inspections, etc. He's responsible for the mask ordinance. Check out his "education".

 

Clay joined the Springfield-Greene County Health Department in 1996 and has served in a number of roles in City government. He left the Health Department to serve as Director of Information Systems in 2005 and returned to public health in 2007 to serve as Assistant Director. He was named Director of Health in October 2017.

 

His education includes a Masters degree in Public Administration and a Bachelor's degree in Political Science from Missouri State University. He is a graduate of the Missouri Public Health Leadership Institute and Leadership Springfield. He also serves as an adjunct faculty member with Drury University.
