Was the Presidential Alert Successful today?

I received the message on my iPhonex but it went away when I touched it.

This is about voting and possible fraud for next election. In California if you are registered to vote by mail, you can vote twice! Once by mail and once going to polling station on day of and voting. Proof, I decided to go to polling station and hand my mail in ballot but no one asked me and they let me vote in person. I Kept my ballot but a dishonest person could also mail it in!
