Listen very VERY closely to what DNI Ratcliffe said.

His only reference to Russia was that they had 'obtained' information about voters, 'separately' from Iran.

Ratcliffe then proceeded to explain how Iran sent 'spoofed' emails to voters to intimidate them, to show chaos and confusion and undermine the election.

Ratcliffe never said Russia did this! He said Iran did it.

Russia would certainly need SOME general information "about" US voters, not necessarily personal information, perhaps the information was pertaining to what was needed to facilitate Russia taking down Iran!
