Without law enforcement action it is easy for people to dismiss all of this information as an October surprise with unconfirmed allegations. It all seems legit but that doesn't mater the left can say nothing is being done so it must not be true.

That makes him look guilty they are just going into denial mode along with the media, unless law enforcement does something he will deflect a lot of this, at least until after the election. There needs to be really big stuff, thermonuclear, that knocks him down for good.
