Eliminating the bake eliminates the problem. Put the bake in a pinned board and have the threads just carry on with the discussion. Consistently filter the culprits and anyone that responds positively to them.
Anything that eliminates the need for a trusted anon to start the new bread solves the problem.
Other than banning the culprits, I don't see any other possible way to solve the problem. But I'm not the most technically proficient here so correct me if I'm wrong.
I also like the idea of threads specific to different subjects like /pol/ but I can fight that battle another day. Just seems that notables get lost and are forgotten rather than being organized into cohesive useful sources of information that can help inform normies.

Good point. Not sure how that could be addressed. Maybe not have notables at all and instead just have a continuing general discussion thread, and like I said earlier, have different boards specific to relevant subject matters. That eliminates the need for notables.
Trump needs to pointblank ask Biden to state whether any of the emails or documents are authentic. He also needs to point out that a 3.5 million wire transfer is about as objective as evidence can get and the same is true for the other documents since they've been validated by others involved.

I don't see why this solution isn't being accepted. It works and it makes sense. Get the fuck over the notables already. Find a few good sources for news (I like Liberty News and ZH - there are others) and then come here to discuss and build off of new developments into threads organized by subject matter and where those that want to sabotage have zero control and can be easily filtered.
Diversity is the key tool used to destroy a nation. PC took hold in the 80's which laid the foundation for them to implement the planned invasion.
