This may sound stupid, but isn't there a script one could write (maybe BO has to do it?) to auto-bake the bread, then "Baker" could take control of the Notables post/gathering notbales for the next bread-

That way shills couldn't bake breads, they'd have to play within the official bot-made bread.

Any other bread could easily be disregarded, and shill bakers would be really easy to spot.
