I gotta believe the whole kickback machine really started in the way back. Think Kissinger, think Bush Sr. People who advised and guided China policy over the years to allow it to emerge as 'most favored' trading status (Bill Clinton). It took decades, but they created a setup that enabled this sort of back room fuckery. I mean it was pretty fucking brilliant until they got caught.
