Its a counter message to PA voters worried about him on fracking though. I actually think this was a gaff and not planned.
I believe that is the strategy with the Supreme Court nomination process by shifting to an argument about the ACA and making repubs defend but I just think they have screwed up the energy arguments from the beginning and their strategy on that is disjointed.
