What better way to make the whole world obeying one government than putting the same fear into all. If the virus fail it is not that much unreasonable.

Our bodies may be lab rats, they can try to control our minds with social behavior, culture, or even with a v2k machine but in the end it was always our free will that let this happen.
I dont know how we can reconcile this world divide as it is, with so many begging for someone else to take care of their problems while the other half are so awake and aware of all the lies that have been keeping the others in perpetual hibernation.
