A few weeks ago I saw a large pile of foamy/soapy stuff at the corner of an intersection that cuts through downtown both NS and EW. This was at the same time downtown had two marquees at each end stating there was a health emergency, not to gather. It was very windy morning that day causing clumps of the foam stuff to become airborne in the winds. The foam/soapy looking stuff seemed to be slowly breaking down like bubbles left over in the sink after washing dishes. The resulting liquid that was slowly draining into the road and impossible to avoid. Early this week I saw another pile of foam at an intersection different part of the city.
