Why would Pelosi be next? If the vote isn't settled in time there is no house of representatives. Grassley is next in that scenario.
Reps are on 2 year terms. with undecided election there are no reps. next in line is president pro tem of senate. Grassley is not up for re-election so is still valid.

With an election result unconfirmed anyone up for election/re-election is out of a job. POTUS, VP and speaker of the out will be out. Forth in line is president Pro tem of senate(Grassley). He still has a job since his term isn't up.

Look at how the votes are tabulated. Count how many registered voters. If enough votes are cast in person for Trump in a district to account for 51% of registered voters then no need to count mail in ballots. Similar to how absentee ballots are handled.
