You know, that's a good question. The victims of these criminals are never made whole. In common law, that is ALWAYS the goal. But in our system, the money that is extorted from the criminals just goes into making the government bigger and more intrusive.
The victims should get reimbursement and be made whole. Executives and underlings should go to jail.
